It seems the scepter allows you to cast two empowered abilities instead of one. You can cast the same ability twice or two different abilities. However the cooldown remains, so if you want to, say, cast sear twice, you have to cast it, wait for cooldown, then cast again, and since second helping does not go on cooldown until you finish casting, you might be better up doing the second one on dice (which will always be up).
